This area of the District is definitely a step-up from the Seam. The merchants live above their businesses.
The merchant section does exactly what its name implies- trading and buying goods. With the district's coal mines, they make some trades to the Capitol, and very occasionally other districts.

This is also where the Reapings of District 12 will be roleplayed.
